Project Description
CINI was supported technically by Railway Children and financially by Comic Relief to implement an intervention project to protect street and working children and children at railway stations in two districts of West Bengal—Murshidabad and Siliguri. IMPACT was assigned the task to ascertain the extent to which the project objectives have been achieved. The evaluation was carried out using qualitative methods such as Focus Group Discussions, In-depth Interviews and participatory exercises with children to hear their voices. All project target groups were met and interacted during this evaluation. In each of the two districts interaction with children, parents, service providers and stakeholders, along with CINI and RC staff was undertaken by IMPACT. Additionally, IMPACT was asked to verify the quality of information generated through the MEL systems and reliability of data collection, storage and analysis. A short data quality audit was undertaken to ensure and verify the MEL systems. Both quantitative and qualitative discussions using IDIs and FGDs were conducted to capture all minute possible details through site visits.

Save the Children was implementing an adolescent empowerment programme for the adolescent girls to have the ability to make their own decisions regarding their lives and particularly preventing child marriage. The broad goal was to understand and address underlying factors influencing child marriages to create opportunities for girls and ensure their immediate and long-term wellbeing. The project also aimed to generate evidences and analyze strategies of the programme along with key features of the population and the context to identify what works and why. To support the implementation of the adolescent empowerment programme, Save the Children proposed a research that can help them design and implement interventions to achieve one of the key outcomes of the project “Increase access to economic opportunities for girls at risk of and affected by child marriage and their families”. IMPACT was allocated the assignment to conduct the research to understand the economic opportunities, barriers and skills requirement for Adolescent girls both married and unmarried (10-19 years of age) in selected geographical areas of two districts each in 3 states of India.

Tdh Germany North office in India entrusted IMPACT to conduct a situational analysis of child labour in carpet industries in Bhadohi and Mirzapur districts and report the status. The aim was to assess the contribution of the carpet industry to the overall economy of the country, export portfolio of India as well as lives of people associated with the carpet industry. Additionally, assessment of the magnitude of problem of child labour in India who are still engaged in the carpet industry. Under the research, site visits were made to the carpet industries, informal household-based carpet enterprises to understand and estimate the situation and extent. Variety of stakeholders were also interviewed to gather their opinion on child labour and the current contextual situation of the carpet industries. NGOs were also contacted for providing the ground situation in the geography with respect to child labour into carpet industries and enterprises.

The Ministry of Women and Child Development and Ministry of Railways have jointly taken an initiative to ensure the care and protection, security and well- being of run-away, unaccompanied and trafficked children who come in contact with the railways. CHILDLINE India Foundation (CIF) has sought the support of Azim Premji Philanthropic Initiatives (APPI) for strengthening the Existing Railway CHILDLINE services; prevention, intervention and linkages to long term rehabilitative services as well as enhance the networking and engagement with key stakeholders to ensure children in contact with railways are safe get restored and rehabilitated. CIF has established the Child Help Desks (managed by its station level partners) to help in providing immediate attention to children at railway stations who are found unaccompanied by any adults and thereby address the issue of runaway, missing, abandoned children and children in other difficult circumstances in a more systematic and institutionalized manner. IMPACT was requested to undertake the baseline study at Varanasi Railway Station in order to provide the estimation of children reaching to Varanasi, identify the possible stakeholders and their contact details at the railway station as well as in the district. Additionally, a resource directory was to be developed having all the district level stakeholders working in the child protection area with their contact details for the project.

The Joining Forces Consortium commissioned a study to demonstrate the India’s journey since signing the United Nations Convention on the Rights of the Child (UNCRC) and the current situation of child rights in India. IMPACT was entrusted to conduct the situational analysis of Child Rights in India for the Joining Forces. Site visits were made to the selected states and information on child rights situation was gathered. Varied stakeholders working on child protection were interviewed and data were collected. Additionally, secondary research was also undertaken to cover the pan India status along with government data. Based on the sampling criteria, states were selected for the study considering the child rights situation.

CRY has been implementing field level interventions through its NGO partners, adopting a life cycle approach. As per the life cycle approach, the target group are divided into three groups as 0 to 5 year; 5+ to 14 years and 14+ to 18 years. In terms of thematic areas, the major focus of 0-5 years is health and nutrition, for 6+ to 14 years and 14+ to 18 years is education, protection and participation. CRY has now identified two “Flagship Programmes”, through which CRY intends to demonstrate both the functioning and impact of the proposed model that includes Early Childhood Care and Development (ECCD) and Adolescent Girls Programme (AGP). In this programme, CRY will demonstrate the model in two districts, one each in Uttar Pradesh (Sitapur) and Andhra Pradesh (Chittoor). IMPACT was entrusted to undertake the baseline survey in Sitapur as well as Chittoor districts. In each district, 1200 adolescents were covered and 160 mothers having children aged up to 6 months were also covered.

At times, employers exploit them and retain them for years for generations. The partner NGOs were finalized and provided with a M&E and Capacity Building support through IMPACT who was entrusted by the Free the Slaves directly. IMPACT not only provided the capacity building support to the project teams but also assisted them to undertake M&E activities. Additionally, IMPACT also conducted the needs assessment for strengthening the protection mechanism like training of DBLVCs, provided them Standard Operating Procedures (SOPs), etc.

World Vision (WV) India has commissioned a project on building capacities of primary and key stakeholders on managing Child Sexual Abuse (CSA), with a purpose to eliminate CSA from the society. As part of the broad M&E framework, the baseline will help WV India and its partners to assess the effectiveness of the interventions and assess the model for future scale-up and replicability. For ChildFund India, IMPACT has recently carried out a nation-wide study undertaking the Capacity Assessment of all 52 ChildFund’s NGO partners in 8 states of India as well as their national office. The capacity assessment included a three-day visit to each of the partner in order to assess their capacities in the areas of programme, M&E, external relations, finance and human resource. At each partner location, comprehensive field visits to the programme area were made wherein in-depth interactions with key stakeholders, target groups, programme staff were undertaken. In addition, sponsored families were also contacted to know their perceptions and assess the type of support they received under the programme. One of the key highlight was an online self-reported tool which has been developed for regular use of the ChildFund for its partners in future and which would help in computing Performance Index for its partners. The evaluation also maps the existing interventions to the proposed changes in the Theory of Change, Partnership Strategy and Programme Strategy of ChildFund India and International

To assist Railway Children in conducting need assessment, IMPACT conducted a research study in West Bengal covering locations—Asansol, Bardhman, Birbhum, Darjeeling, Malda, Murshidabad, Kharagpur, South 24 Parganas, PaschimiMidnapur, Uttar Dinajpur, DakshinDinajpur. The research study identified the most viable trades and businesses realistic for sustainable livelihoods for families and youth in all the covered locations (source areas as well as railway stations). The study also focused on identifying the employment opportunities available for the vulnerable families and youth and the skills that they need to sustainably access the same. Also, mapping of all the government welfare and livelihood schemes that are available in all the source areas, which the families and youth can benefit from, was undertaken. The findings were used for the development of grant proposal by Railway Children.

IMPACT conducted a thorough mid-term evaluation of one of the projects of Save the Children on Child Domestic Workers (CDWs). Being implemented by 7 implementing NGO partners and 1 technical support agency (JPISC) in West Bengal, Jharkhand and Delhi, the evaluation undertook mapping of the existing capacities of these partner organizations along with the project achievements. The evaluation included the qualitative research methods as well as detailed analysis of the existing MIS being utilized by the implementation partners. Evaluation provided the recommendations to Save the Children on mid-course corrections. After the evaluation, findings were shared with the partner NGOs, technical support agencies and state offices of the Save the Children where their agreement was sought.

Status and Situational Analysis of Human Trafficking in Cross-border Districts of Bihar

The project was supported by ATSEC, Bihar with specific funding from PLAN India, Save the Children, Action Aid and BRC-CWS. The study was conducted in 9 districts across border areas to assess the situation of human trafficking. Study incorporated quantitative and qualitative research methodologies comprising of structured research tools as well as discussion guides for in-depth interviews. Under the study, migrants from Nepal and India, Law Enforcement Officials, Transporters, Religious and Faith Leaders were contacted and interviewed. The border area points were also visited and ATSEC partner NGOs involved in human trafficking issues were interviewed and information on their efforts was captured. It was encouraging that NGOs are involved with full dedication but many of them replicating the similar types of interventions and majority of the organizations did not have any phase out plan or any community supported or dependent mechanism for dealing with human trafficking menace. This exploratory research highlighted several hurdles in handling human trafficking issues and shortcomings that need to be dealt with very soon. The results were disseminated at Patna in a one-day dissemination meeting where then Minister of Social Welfare, Ms. ParveenAmanullah chaired the sessions. She stressed that the recommendations that have been shared should be dealt with commitment so that human trafficking initiatives should get prioritized.

IMPACT had undertaken the evaluation of ChildFund International funded ‘Capacity Building Initiative for NGO Partners to Protect Children from Trafficking in Udaipur (Rajasthan)’ in June 2011. The Trafficking In Persons (TIP) project had three years duration implemented in three tribal blocks of Udaipur district namely Jhadol, Gogunda and Kotda. The five NGO partners were: SevaBharati, Gandhi ManavKalyan Society (GMKS), Dakshin Rajasthan Majdoor Union (DRMU), ChetanaArogyaMandir (CAM) and ALERT Sansthan at Udaipur. Under the project, capacity building of five identified NGO partners was done on trafficking, Juvenile Justice Act and issues related to Child Trafficking along with focusing on establishing a Network at district and Community level Task Forces at block level to tackle child migration for employment in BT Cotton fields in Gujarat state. IMPACT has successfully finished the evaluation which was mainly qualitative in nature. IMPACT team undertook desk research, in-depth interviews and focus groups along with telephonic interactions with stakeholders, government functionaries, programme officials and beneficiaries. IMPACT was entrusted by India Delegation Office of Terre des hommes Foundation Lausanne (Tdh) based in Kolkata, West Bengal to carry out research and consultations. Tdh wanted to have more elaborate understanding of the issue of Cases of Children Recording Victim Witness Statement under section 164 CrPc on the ground and also research on existing practices in this regard. Based on the research, Tdh and Sanlaap were able to design appropriate advocacy methods and tools that contributed towards achieving the goal. The three basic components of this research included were: • Stakeholder analysis, particularly identifying who would support this advocacy initiative and who would oppose this effort and reasons for the same • Documenting the cases of child victim witness and their experiences; including case studies where statements recorded with the CWC (under 164 CrPc) have been used as evidence in the court of law • Better understanding from the perspective of law enforcement agencies (particularly police, magistrates, lawyers and CWC members) on technical/operational issues in considering CWC recorded statement as evidence in the court of law The detailed report has been submitted and further strategies and actions were designed by Tdh Foundation.

IMPACT has been a key strategic partner for CBATN for last many years. Recently, CBATN in consortium with IMPACT and Madhyam Foundation implemented a programme on Human Trafficking in Orissa State under UN Women's "Initiative Against Trafficking of Women and Girls — State Accountability and Community Action". The programme was implemented in Ranpur Gram Panchayat of Ranpur Block of Nayagarh district in Orissa. Human trafficking has been one of the key components of the strategic framework of UN Women in India. IMPACT played a key role in designing its interventions which were implemented at community level on prevention of girls and women, undertaking the capacity building of stakeholders, SHGs/CBOs and peer educators, conducting baseline survey and livelihoods research; implementation of livelihoods models as well as established3 mini ones and one common Centre of Action (CoA) at the Gram Panchayat level. The programme involved girls and women vulnerable for human trafficking. The duration of the programme was 18 months.

Alliance for Immunization and Health (AiH) was a registered society under 1860 Societies Act headquartered at Christian Medical Association of India (CMAI) in Delhi. The AiH has its state chapters in Delhi, Rajasthan, Jharkhand, Bihar and Uttar Pradesh where the partner Civil Society Organizations (CSOs) played a vital role in wider coverage for Pulse Polio Campaigns stressing on covering all children in their areas for Polio vaccination. GAVI supported this initiative through their core group and CRS India had its key role of facilitating the M&E and other supportive services to the Alliance. IMPACT was requested by CRS India to conduct the evaluation of State Chapters of Alliance as well as the national chapter. IMPACT proposed a comprehensive plan for the evaluation where in one day workshops were organized at the state level and national level including CSO partners. Almost all the related stakeholders (State Coordinators, GAVI, CSOs, etc.) were covered during the evaluation to assess the success of Alliance, key achievements, challenges and facilitating factors, future strategies and what is required for the sustainability.

IMPACT was awarded a project to Promote Awareness and use of Zinc & ORS for the Treatment of Children Diarrheal amongst Rural, Medical, Practitioners, Drug Stores and Mothers/Caregivers under Diarrhoea Alleviation through Zinc and ORS Therapy (DAZT) Project of AED-ARTS LLC. AED-ARTS, LLC, was a subsidiary of the Academy for Educational Development in partnership with a consortium of organizations was implementing ‘Diarrhoea Alleviation through Zinc and ORS Therapy (DAZT)’ project to reduce and rationally manage childhood diarrhoea. DAZT aimed to reduce morbidity and mortality related to diarrheal disease among children under 5 years of age, through deployment of new and improved approaches to scale up Zinc and Oral Rehydration salts (ORS) for diarrhoea treatment through both public and private sector channels. The project aimed to reduce the burden of diarrhoea on child health and increase child survival in India, and contributed to improved child health outcomes and provided actionable information for diarrhoea treatment and dehydration management efforts around the world. The main purpose was to increase awareness and usages of Zinc & ORS among Rural Health Care Providers & Mothers/Caregivers. It proposed a communications-based strategy using state of the art Behaviour Change Communication (BCC) techniques and attempted to use latest and innovative measures to increase the awareness among rural health care providers and mothers, thus leading to increase in demand for low osmolairty ORS and Zinc. The basic assumption was that the increase in demand would mobilize the market forces (both chemists and pharmaceutical manufacturers/suppliers) to ensure there is enough supply to meet out the demand. However, the proposal did make attempts to establish links between manufactures, suppliers, retailers and end users. The two districts Bareilly and Badayun in Uttar Pradesh and was for two years duration.

For IMC Worldwide UK, IMPACT had undertaken a documentation of the interventions implemented by the World Bank funded Development Marketplace (DM) grantees in Bihar and Madhya Pradesh. Under the assignment, field visits were made to the Grantees targeted areas and programme implementation process as well as success stories were documented. The case studies mainly highlighted the success stories which provided an insight towards the types of interventions and whether these are fruitful for the intended audience. IMPACT appreciates the effort of World Bank/DM grants as these documented case studies were the needful interventions at the ground and well acknowledged by the target groups.

For London School of Hygiene and Tropical Medicine, UK under IDEAS project funded by Bill and Melinda Gates Foundation, IMPACT senior management was a part of study team engaged in identification of barriers and facilitators to private sector health facilities’ engagement in sharing health data in two districts—Allahabad and Hardoi in Uttar Pradesh. Similar study was also undertaken in West Bengal covering South 24 Parganas and North 24 Parganas. This study involved secondary research methodology as well as primary research which mainly had qualitative methods like in-depth interviews with various stakeholders including public sector health officials and owners/managers of private health facilities. The study results will be utilized by Technical Support Unit (TSU) in Uttar Pradesh for devising strategies for data sharing from the private sector health facilities in future. At West Bengal, the study aimed at creating data informed platform for heath (DIPH) for improving data sharing for maternal and newborn health.

IMPACT has been consistently entrusted by Micronutrient Initiative for conducting Audit for the Supply Chain of ORS and Zinc under government health system. Support to public sector for better management of childhood diarrhoea is one of a leading capacity development programmes of MI in Bihar State. IMPACT undertook the second supply audit study in three districts—Banka, Sheohar and Sitamarhi in June 2012 and also recently finished the third round in five districts—Banka, Bhagalpur, Samastipur, Sheohar and Sitamarhi. Under the supply audit study, five major components have been audited namely (i) Procurement, (ii) Distribution, (iii) Storage, (iv) Utilization and (v) Stock outs and Replenishment at District, Block, Health Sub-centre and Village levels. In addition, compliance to reporting at all levels and validation of reporting figures was also undertaken. Primarily, the study incorporated the quantitative research methodology but qualitative methods were also used in the third round of supply audit in order to explore and identify the reasons for stock outs, replenishments and problems/barriers faced by the frontline workers (ANM, ASHA and AWW) at various levels.

The evaluation incorporated quantitative and qualitative research methods to collect data as well as evidences indicating successes of the interventions. The stakeholders included Community Nutrition Educators, Anganwadi Workers, Care and Protection Staff at Nutrition Resource Centres and Officials of Child Development Programme at the district level. Conditional Cash Transfer in PPTCT Management

IMPACT provided its technical assistance to India Health Action Trust (IHAT) in the implementation of PPTCT interventions in two districts of Rajasthan—Dungarpur and Pali. The programme aimed to contribute in two major thematic areas—(a) Community interventions to address loss to follow-up in PPTCT, and (b) Early Infant Diagnosis. Probably this was the first ever attempt to test the effectiveness of conditional cash transfer in PPTCT management. The programme helped pregnant mothers in accessingRCH services through cash assistance. The programme involved HIV positive pregnant women, their children, grass-root health service providers and PHC staff as direct beneficiaries and other pregnant women vulnerable to HIV infection and service providers for MCH services as indirect beneficiaries. The project results showed increase in number of pregnant women screened for HIV within 6 months of their pregnancy; pregnant WLHIV enrolled for follow-up; mothers and babies received recommended prophylaxis treatment; newborn/infants receive testing for HIV within 6 months, etc. The project duration was 36 months.

The Positive Action for Children Fund is an integral part of ViiV Healthcare's commitment to communities affected by HIV and AIDS. PACF’s partner organisations demonstrate their commitment and dedication to addressing mother-to-child transmission of HIV; through innovation and by maximising local resources made available through various health systems. PACF has provided small grants to two main grantees in South-East Asia who are undertaking PPTCT interventions—(1) HEALDS NGO in Namakkal district of Tamil Nadu state, and (2) Dang Plus in Dang district of Nepal. IMPACT is currently providing technical assistance to both the organizations on behalf of PACF in managing their interventions, capacity building of staff on core issues and topics and quality of implementation as well as reporting. Development of Management Information System is also an integral component in both the interventions. This Technical Assistance has been continued for the last 5 years.

SNEH : Strengthening Home-based Psychosocial Care and Support to Children Affected by HIV

SNEH proposed to build the capacities of family members of Children Affected with HIV, in Rajasthan, in order to be able them to support their children, take care of their mental health, emotional needs and child rights vis-à-vis ensure appropriate service delivery at various channels. Children Affected and Infected by HIV (CAHIV) have very specific needs other than health issues. They face mental and emotional stress due to their whatever status and due to their parental status Complications often arise due to the stigma and discrimination at family level and sometimes outside the family — a the peer, school or community level. Often the families are unaware of their needs in terms of nutrition, mental health and emotional bearings which often results in lack of support to their CAHIV and thus subsequently leading to violation of child rights. Through SNEH, CAHIV in Rajasthan had received comprehensive care at the family level that addressed their health and well-being including physical, mental, emotional and sociological rights/needs. SNEH shall disseminate the proven comprehensive care model to other 28 state networks of people living with HIV through capacity development for implementing the model. Under the SNEH Project, a baseline research was undertaken to gather an understanding about the socio demographic status of families of CAHIV a cohort study was undertaken in Jaipur and Jalore districts of Rajasthan. About 60 families were covered under the cohort research. IMPACT also conducted a theatre-based research workshop with 60 CAHIV residing in the districts of Jaipur and Jalore comprising of three days each was composed of a host of interactive sessions namely role plays, dance and other creative forms of expression with children up to 16 years of age. Based on the research and exploration of facts and realities, a tool kit (capacity building module) was developed for capacity building of parents of CAHIV so that they can provide support to their children, take care of their mental health and emotional needs, and protect child rights vis-à-vis ensure appropriate service delivery at various channels for their kids. The impact of capacity building using the developed tool kit was assessed over 6 months to finalize and tool kit was updated prior to scale it up at the state level.

Humsafar—Edutainment based School Awareness Workshops on Reducing Stigma and Discrimination

Humsafar was an entertainment based project aimed at raising awareness against stigma and discrimination against people living with HIV/AIDS. This pilot was implemented in 50 rural schools of Rajasthan by the teams constituting HIV positive and non-positive young people. The 2 hour entertainment workshop was consisted of teaching dance to the tunes of specially created song, testimony by HIV positive young people, imparting knowledge and resolving quarries. The program teams organized workshops with rural schools in Jaipur and Shri Ganganagar districts of Rajasthan. The project was funded by UNDP and implemented in partnership with Rajasthan Network of Positive People (RNP+). The project got a very high recognition among the young people and was fully supported by Rajasthan State AIDS Control Society (RSACS), Jaipur.

IMPACT has recently accomplished a comprehensive assessment of state and district level networks of People Living with HIV and AIDS in Bihar state. The objective of the assignment was identify the existing role of networks in relation to networking, advocacy and facilitating service provisions for PLHIVs in Bihar; expectations of stakeholders and networks from each other; and assessment of the capacities of PLHA networks and recommend areas of investment as well as areas that need to be strengthened. The assessment incorporated the site visits to these networks at their respective locations and qualitative research methodology was mainly used. The face-to-face interviews, focus group discussion and SWOT Analysis could gather meaningful data and the report portrays the real picture of the PLHA networks of Bihar.

Ensuring Specific Rights of Women Living with HIV in Rajasthan

IMPACT, in partnership with Rajasthan Network of Positive People (RNP+) had secured a Catalytic Grant from UNIFEM Fund for Gender Equity. FGE made its first round of grants in the catalytic category at the end of December 2009. In all, 27 grants were given in 26 countries, 7 in Asia Pacific Region and only 2 in India. This two year grant was aimed at developing a policy for ensuring the rights of Women living with HIV in the state of Rajasthan. IMPACT was a technical support partner in this grant to RNP+ and its role was to provide technical support to RNP+ in all areas including research, policy design and advocacy for its ratification. The purpose of this grant was to "Draft and submit a policy document to the Government of Rajasthan indicating the Package of Services to be made available to women living with HIV as part of their right to survive with dignity and support the system in ratifying and implementing the policy". Within this advocacy based project a series of consultations were carried out with different stakeholders to gather enough information to draft a "minimum support package" as entitlement for women living with HIV, for which the government of Rajasthan will make commitment to provide as their basic right to live with dignity and advocate with them for ratification and implementation of the policy. The key activities undertaken were: Capacity Building Workshops for WLHIVs and PLHIVs; Community Consultations and Diagnostic Study using Peer Research Methodology; Policy Drafting Workshop; National and State Consultations and Handing over the Policy Draft to Government of Rajasthan. During the Year 2, a wide dissemination of Policy Draft was undertaken in addition to Media Consultations, Sensitization Workshops and One-on-One Meetings. The grant was externally and internationally evaluated as a Catalytic Grant Evaluation.

IMPACT had undertaken an exploratory research for Infrastructure Leasing & Financial Services Limited (IL&FS) which is the one of India's leading infrastructure development and finance companies. IL&FS provides strategic support to the infrastructure development through Infrastructure Services. One of their key initiatives includes Cluster Development that provides a range of turnkey services. Under these turnkey services, IMPACT was entrusted to conduct an exploratory research to undertake estimation of acreage of Litchi cultivation in Bihar state in consultation with the State Government through IL&FS Cluster Development Initiative. The main objective was to estimate total annual production of Litchi by its type of varieties in 34 blocks of 6 districts of Bihar using resource mapping. IMPACT conducted the entire research that included development of research design, training, field study, data management and analysis, documentation and reporting. This also included interactions with traders, retailers and officials from large scale food and processing industries in Bihar.

IEC has been implementing an innovative model for improving performance of primary (grade 1 till 5) school children in 7 states of India. The purpose of the implementation model is to build capacities of teachers and Cluster Coordinators to develop and design “different” methodologies for classroom teaching that can be scaled up within government schools. The model also attempts to introduce different approaches for assessment of children’s skills, consistent with the teaching methodologies. IMPACT has been a M&E partner to IEC since 2014 and assisting IEC in conducting the evaluations (baseline, midterm and end line) as per the programme cycles in various states. The purpose of the evaluations is to measure the changes from baseline to end line and identify what worked well and what doesn’t. Evaluations also include interviews with the cluster coordinators and teachers who are the key stakeholders in the IEC interventions.

AIF has tied up with DELL for a school transformation and improvement initiative which includes a blend of technology infrastructure, digital content, teaching learning resources, STEM interventions, life skills, development of entrepreneurship skills, etc. The objective of the initiative is to build the capacity of teachers by providing them resources and technology. IMPACT was hired for conducting the impact assessment of the initiative in two states by conducting baseline at the start of academic session and end term evaluation towards the end of academic year. Under the evaluation, assessment of students learning outcomes of Grade 6-8 students and life skills levels of Grade 9-12 were estimated at both phases to assess the improvements. Assessment of vocational skilling course for the students of Grade 11-12 was undertaken separately to see their job readiness and other soft skills, etc.

To generate credible and statistically valid evidence of the effectiveness of the school intervention model, IMPACT was entrusted to conduct a Third-Party evaluation in the 2 program blocks/clusters in each district to prove its efficacy, replicability and scalability of the model. The evaluation included the school level tests for the students of grades 3-5 and information was captured from the stakeholders of the department of education who were the part of intervention.

IMPACT has recently been requested by Nirantar to be a technical partner for providing M&E and Evaluation support in one of their key projects on Women Literacy and Empowerment being implemented by Lalitpur district in Uttar Pradesh. IMPACT evaluated the first phase of this project and considering the importance of IMPACT’s work, Nirantar decided to bring IMPACT as its technical partner for the entire project duration (5 years). IMPACT is in a process of strengthening the existing M&E Systems and Standards which would help SSK/Nirantar in tracking their coverage and achievements. During the 5 years project duration, IMPACT would assist in conducting baseline, mid-term assessment for the course corrections and end line evaluation in order to prove the efficacy of the project.

The assignment mainly included field visits to the Literacy Centres run by NGO partners, interaction with women participants to assess their achievements, documenting successes of interventions and experience sharing with respect to the implementation of interventions. In addition to the partners, a technical assistance providing organization — Nirantar (Gender Resource Centre) at New Delhi was also included in the exercise and their coordination was sought during the course of the review. The results of the review exercise helped SDTT in making the desired modifications in their interventions so as to make the interventions more women friendly as well as accessible in terms of time and reach.

The study had both quantitative and qualitative research methodology to obtain information from the Government stakeholders as well as community members. The study identified the status of VWSCs, its works, status of submission of utilization certificates, reasons for non-submission, etc. Study also has discussed views and concerns of Jal Sahiyas (village level service provider and holding position of a treasurer in VWSC) in accomplishing their work and their work profile. At the end, needful recommendations have been provided for the DWSM and WaterAid would undertake the advocacy for the proposed recommendations.

The Swallows was established in 1959 and works in India since 1962. There were about 6 partner NGOs who work in their targeted areas to empower the marginalized communities ensuring their rights are not violated and claimed properly. Additionally, these organizations were influencing the government policies through their advocacy and capacity building initiatives to take collective action for a socially just society. IMPACT was entrusted to work with partners of Swallows India to support them in conducting the baseline survey in their programme areas. The main objective of the baseline survey was to think through the programme objectives more critically, re-visit the change the programme intends to facilitate, identify processes or indicators that would help in assessing the change and to provide an information base against which the change could be assessed or effectiveness of the programme could be reviewed. To finalise the baseline survey of the country programme, it was imperative that The Swallows undertake a similar process at the project level. This enabled The Swallows to establish information base at project level and to identify critical indicators that would help in tracing the progress at the project level. The process enriched the capacity at both The Swallows and project levels in fine-tuning log frames and in revisiting the theory of change.

Digital Green is a global development organization that empowers smallholder farmers to lift themselves out of poverty by harnessing the collective power of technology and grassroots-level partnerships. It has been promoting best practices for wheat cultivation through video-based approach in Bihar since 2012. Earlier, the output indicators such as viewers’ outreach, screening, adoptions etc. were reviewed on the micro-practice (individual video) level. Going forward with the new strategy, it was envisaged that DG would identify most impactful practices within the package of practices for each crop. These most impactful practices would play a vital role increasing the crop yield. Further, it can subsequently help farmers to get better income also. The list of videos considered as most impactful practices under wheat cultivation were: 1. Early Sowing of wheat 2. Irrigation and urea application during pinnacle stage IMPACT was assigned a task of conducting the evaluation of the intervention through wheat yield estimation in two blocks each in Samastipur and Supaul districts of Bihar. About 400 women farmers were covered in both the districts which were supported by Ajeevika Motivators.

International Youth Foundation (IYF) in collaboration with Quest Alliance commissioned a research to understand the employment opportunities and ecosystem in and around Sricity – a Special Economic Zone (SEZ) established by the Government of Andhra Pradesh in 2012. The purpose of this research is to understand the demand and supply of human resource and the employment opportunities available in the region for young people, particularly young girls in the age group of 18-25 years. The research engaged with a variety of stakeholders including employers, training institutes, recruitment agencies and NGOs, academic institutions in the region along with the youth and their parents. IMPACT was hired to conduct the labour market/employers’ assessment as well as undertake survey to assess the work readiness among youths to understand the Ecosystem also. About 300 youths and 100 parents were covered. Under the research assessment, employers like PepsiCo, Colgate Palmolive, Cadburys, FoxCon Mobiles (Rising Star Mobiles), etc. who are in Sricity Integrated Business City were interviewed. Additionally, recruitment consultants and manpower supplier agencies, training institutions were also covered to oversee the situation for youths.

Project Concern International (PCI) was implementing the Core Group Polio Project (CGPP) in 5 high-risk districts (Meerut, Moradabad, Muzaffarnagar, Sambhal and Shamli) in Uttar Pradesh. The CGPP was operating in “high-risk areas” (HRA) for polio within the sections not covering the entire block areas. Building upon the success of polio eradication, PCI had plan to focus on strengthening routine immunization (RI) and other critical health and nutrition interventions using its lessons learned, promising practices, and the various mobilization platforms it has helped to create. A&T collaborated with PCI for an implementation research project to test the feasibility of integrating selected MIYCN interventions in the platform of the CGPP to improve selected MIYCN behaviours and practices relating to maternal dietary diversity, exclusive breastfeeding, and dietary diversity in complementary feeding in the community. The study design was a Randomized Control Trial (RCT) model that compared groups receiving the standard package of interventions vs. nutrition (MIYCN) intensified package of interventions. Evaluation of this randomized control trial included repeated cross-sectional surveys at the baseline and end line – both were conducted by IMPACT. Basically, the success of the model was assessed on the basis of improved changes in the selected indicators on MIYCN and knowledge and practices related to dietary diversity and complementary feeding among pregnant women and mothers of 6-23 months children.

IntraHealth introduced msakhi, an open source Android application in Badagaon block of Jhansi district of Uttar Pradesh, in India. It was initially provided to two grass root health functionaries i.e. ANMs and ASHAs. After two successful years of use of msakhi by these two functionaries, IntraHealth piloted the application with the third grass root functionaries i.e. Anganwadi Workers (AWWs), whose roles cut across health and nutrition within Maternal and Child Health. AWWs are the functionaries of the Ministry of Women and Child Development, while ASHAs and ANMs belong to the Ministry of Health. IMPACT was hired for conducting the Assessment of the mHealth Intervention in Jhansi to assess the knowledge of AWWs and ICDS supervisors on key health and nutrition issues as well as knowledge of pregnant women and mothers of children aged 12-23 months. A total of 75 AWWs and 605 women were covered along with focus group discussions with ASHAs/AWWs/AWW Supervisors.

EngenderHealth through the EAISI project aimed to increase contraceptive use by improving access to quality intra-uterine contraceptive devices (IUCD) services in two states: Rajasthan and Gujarat. IMPACT was requested to conduct the assessment across both the states in all the project districts. In all, 138 facilities in Rajasthan and 42 in Gujarat were covered across 25 districts in Rajasthan and 26 districts in Gujarat. Apart from District Health Managers and other stakeholders and additionally FP clients who availed services (through exit interviews) were covered.
